In 2001, Capinfo began to construct and operate the Beijing municipal e-government network. Constructed and improved over two decades, a fiber optic wide area network accessible to the country, all areas, Beijing municipal government authorities at all levels and related business units, and a special private digital trunked network covering major areas of Beijing have been created and become parts of important infrastructure for informatization of the Beijing municipal government, thus offering critical network support to construction of “smart Beijing”. Being the first one that practices e-government cloud on a pilot basis in Beijing, Capinfo has achieved substantial growth in the past years, and with our support, Beijing has been evaluated as “Excellent Pilot City of Government Cloud” by the Ministry of Industry and Information Technology of the People’s Republic of China. For years, Capinfo has guaranteed a range of major business reforms and policy adjustments such as medical settlement with cards, comprehensive reform for separation of medicine from pharmacy, coordinated reform of medical consumptions, sharing of doctors’ advices, unified medical insurances for urban and rural residents, combined maternity insurance, nonlocal medical settlement, medical settlement with electronic certificates for national basic medical insurance, entrusted tax collection, online diagnosis and treatment with the support of information technologies, escorting each reform of medical insurance. The information system of Beijing service hotline (12345) constructed by Capinfo has supported acceptance of 316,000,000 phone calls from the general public since 2007. The software products of “the smart governmental procedure management systems” produced thereby have been successfully applied in projects of citizen service platform “12345” in some cities and provinces, where the “Beijing model” has been further promoted”. The housing provident fund system constructed by Capinfo covers several cities and provinces, including Beijing, Shanghai, Chongqing and Guangxi. According to the 2019 Report on National Housing Provident Fund, the organizations served by Capinfo and contributing to the housing provident fund accounted for 24.78% of all Chinese entities which contributed to the housing provident fund, the employees of these organizations occupied 17.16% of all employees who contributed to the housing provident fund, and their accumulated contributions accounted for 22.08% of the total contributions. Having been cumulatively granted loans occupying 20.98% of China’s total loans and occupied the primary business market of housing provident fund, Capinfo has become a core software service provider for housing provident fund systems.
